Build 47.9

Feature updates:

1. The full Background Investigation Report was modified in the way that it is constructed internally to eliminate sections or items with no content such as contact with children or secondary references when none exist. In the previous build, we did something similar to the Contact Report and extended the paradigm to this report for a cleaner look with fewer empty items.
