Fixes:

1. Recent improvements have focused on ensuring that the apostrophe (') and hash (#) characters are excluded from filenames uploaded to the Supplemental Forms section whether by the investigator (in the Supplemental Forms Library) or the candidate when uploading the form. When these characters are included, the file will upload but will fail to open or download. In the last iteration, the code did not behave in operation as it did in testing, so we took a different approach that will resolve the issue, which was when creating a candidate, and therefore creating a case and copying the supplemental forms from the library to the case, the system threw the error we were trapping, even though it did not meet the conditions for doing so, resulting in an inability to create a new candidate. This should be fully resolved.
