Build 30.2 and 30.3

Build 30.1 was an emergency bug fix. Users were unable to enter a new candidate because of a conflict in business rules.

Build 30.2 Changes:

  1. Modified the Supplemental Forms tab which is used by investigators and candidates. Enabled the ability to add a new form for investigators and eliminated the ability to delete a form by a candidate.
