New Features: On the employer screen, added a Yes/No question: Do you believe you are eligible for rehire? Database changes: Added column ElibibleForRehire to Employer table.

The form for creating new supplemental forms had some excess items which were removed. When a new position is created, all organizational supplemental forms are attributed to it by default.
